For which types of assets is it possible to request restoration grants: from VIC to SIC?

Restoration grants are generally intended for assets of recognized historical interest, however, opportunities also exist for those historic assets not yet formally binding.

1. Assets of Recognized Historical Interest :

The most immediate category includes all those properties that have already been formally recognized as being of proven historical interest. These may include buildings such as churches, castles, historic palaces, but also works of art, artifacts, and documents of significant cultural significance. The historical restriction on these properties already implies recognition of their value by the competent authorities, facilitating access to funding for their restoration.

2. Historical Assets Not Restricted but Potentially Restrictable:

A lesser-known, but equally important, category is that of historic properties that have not yet received formal protection. Owners or custodians of such properties can pursue recognition of their cultural value through two specific procedures: Verification of Cultural Interest (Vic) and Notification of Cultural Interest (Sic).

3. Verification of Cultural Interest (Vic):

 

This procedure allows us to assess whether a property possesses the necessary characteristics to be considered of cultural interest. During the VIC, the property's historical, artistic, or architectural qualities are examined. If the outcome is positive, the property can be officially recognized as such, paving the way for funding for its restoration. The cultural interest assessment applies to properties owned by public entities, charitable organizations, ecclesiastical entities, and/or private non-profit legal entities.

 

4. Notification of Cultural Interest (Sic):

 

The SIC is an initiative that can be undertaken by anyone who believes that a particular property possesses cultural significance that has not yet been formally recognized. This notification initiates an evaluation process that can lead to the property's official recognition and, consequently, the possibility of accessing funding for restoration. The assessment of cultural interest concerns properties owned by private individuals.

In both cases, it is essential that the process be supported by accurate documentation and, if possible, studies and research that highlight the historical and cultural value of the property.

The Vic and Sic procedure represents an opportunity for those who own potentially culturally significant assets, but which have not yet been officially recognized as such.

Whether dealing with properties already formally recognized as being of historical interest, or with properties not yet under protection but potentially eligible to be, there are specific pathways and support services available for accessing restoration funding — contributing to the preservation and enhancement of our cultural heritage.

Come e per quali beni è possibile ottenere i contributi per il restauro?

È importante anche tenere presente che l'acquisto di un immobile vincolato implica certe specificità legali. Una corretta notifica delle intenzioni di compravendita è essenziale per evitare sanzioni. In caso di denuncia tardiva, esistono procedure per regolarizzare la situazione.

Sono inoltre previste una serie di agevolazioni fiscali a livello di tassazione sul possesso dell'immobile, sull'eventuale locazione e naturalmente dei contributi per lavori di restauro. Prima di procedere all'acquisto, è quindi fondamentale verificare lo stato di vincolo dell'immobile, che può essere confermato tramite la conservatoria dei Registri Immobiliari.

It's important to know that the existence of a protective restriction on a historic or artistic property is not indicated in the land registry (catasto) records. Therefore, the only reliable way to identify a property subject to such a restriction is by consulting the Land Registry (Conservatoria dei Registri Immobiliari), where the restriction is formally recorded.

State grants for the execution of maintenance and restoration work on Cultural Heritage properties come in two types:

  • Capital grants (in conto capitale)

  • Interest grants (in conto interessi)

 

Both are approved following the submission of the relevant documentation to the Soprintendenza, and subsequently upon completion of the work.


The grants are disbursed by the Ministry following the submission of work progress reports (stati di avanzamento dei lavori) to the Soprintendenza.

Tax Deductions and Tax Credits for Conservative Restoration of Listed Properties

Upon submission of the appropriate documentation, it is also possible to obtain:

  • Full tax deduction for companies

  • Tax credit for individuals carrying out voluntary conservative restoration work on Listed Properties

Tax Incentives for the Maintenance of Properties of Historic and Artistic Interest

If you are considering purchasing a historic or artistic property subject to direct protection, it is important to know that, in addition to restoration grants, specific tax breaks exist to offset maintenance costs.

These incentives include:

  • Preferential calculation of the property's taxable income: the law allows the property's income to be calculated based on the lower of the standard cadastral rates ("tariffe d'estimo") applicable to the census zone in which the property is located

  • 50% reduction of the Cadastral Value for IMU purposes: this means paying less IMU (municipal property tax) thanks to the reduced taxable base

  • Exemption from inheritance and gift tax: this benefit applies in favor of spouses, children, direct relatives and other relatives up to the fourth degree

  • 35% Reduction on Rental Income: the taxable income from renting the property is equal to the higher of the following two amounts: the rental fee reduced by 35%, or the average ordinary income revalued by 5% and derived from the cadastral rates ("tariffe d'estimo"), reduced by 50%

  • IRPEF and Related Surtax Exemption for Non-Rented Properties: if the property is not rented out, it is exempt from IRPEF (personal income tax) and related surtaxes

  • Deduction of up to 19% of Maintenance Expenses: in some cases, these costs can be covered directly by the State. For the years 2021 and 2022, Law No. 106 of 23/07/2021 introduced a 50% tax credit on expenses incurred for maintenance, protection and restoration, up to a limit of €100,000. This also includes expenses for security systems and the removal of architectural barriers

  • These tax breaks are designed to help owners maintain and enhance properties of historic and artistic interest, thereby supporting the preservation of our cultural heritage.
